Semiconductors are a lot more challenging than software R&D and both China and Russia have rapidly overtaken the US market for low end chips, they will now own the market for chips for appliances and military hardware until the US system stops being a financial racket (not soon LOL). India has no problem getting into packaging and testing of chips and software development, they haven’t scratched the surface of nuclear or semiconductors like China and Russia. You just don’t pay much attention.
